On Trinitycore 3.5.5a

When GM with Gmlevel 2 set .whispers off

GM with Gmlevel 3 or Gmlevel 3 can’t send him message.

Shouldn’t higher level be available to send him message even he disabled them?

That and… you didn’t mention what DB revision you’re using and what permissions you have in RBAC.
