Heres a great parser I found (not sure who wrote it but cheers to them) that parses db2 files to .csv and also another tool to convert the csv back into a dbc file. I added it to mine just so I would have a copy in case the original link went down, which seems to happen to me quite often these days, but I guess its because it has an exe in it is the reason it wont open.
