in Zul’Farrak after you start the event and fight the hordes, then go downstairs and start the fight against Sergeant Bly and his mates, he only says Placeholder 1 and Placeholder 2.

Hmm i researched a little bit and you guys are right he should start walking after you taking the quest. On many sites they say you have to speak with him and start the quest, maybe there was an option before wotlk.
