is there a way to enable Character Template function for Players. Not just Game Masters?

It’s a RBAC permission. Just assign it to the player group.
Actually, no. Character templates are largely not implemented - what the RBAC permission does is only enable displaying that dropdown in client but they can’t be used otherwise
pretty much an assigned level with basic gear in otherwords.
